That budget stress became a Budget Crisis, and that budget crisis in turn contributed to the political crisis which the Secretary of State now tells us will be resolved by this Bill and this programme motion.

As a result of the fresh start talks, we have settled a Budget Crisis that was threatening to collapse the institutions.
