Commuter chaos on a regular basis is a continuing Capital Crisis.

London needs an agreed plan to reduce homelessness, drawn up by the Department of the Environment, local councils and others concerned about the Crisis in the Capital, and, after proper consultation, to set out precise targets and time scales.

The rundown and closure of beds and institutions without adequate alternatives being provided is causing the Crisis in the Capital's health services, and a crisis it is.

I am interested in the hon. Gentleman's point about the Capital Crisis and Barnsley in particular.

However, I also sympathise greatly with the college for the deep confusion that it has experienced through the Learning and Skills Council's Capital Crisis.
