It is very unfortunate that at this particular time the new Government should have to face a Crisis of Such Magnitude.
It would be less than rational to ignore the possibility, however remote the right hon. Gentleman may think it is, of the country as a whole being faced with a Crisis of Such Magnitude that it would not be right to implement the Bill.
If a Crisis of Such Magnitude existed in an area other than prisons, there would be a public outcry.
