But of this I am entirely sure to my finger tips, that an odd unexpected, entirely uncalculated result of the last three Weeks Crisis, and of this strange ending to it, has been an expression of public opinion in Germany such as has not been known for five years.

In these present circumstances, it is impracticable for those Members to have proper consultation with the other assemblies to which they also belong, especially in view of the conditions created by the Crisis of Recent Weeks, when the local authorities have had other things to occupy them, and when it has been impossible for the local authorities to give proper thought and attention to the very detailed provisions in these Bills and to instruct their representatives here now best to make constructive contributions.

But the basic lesson is that if we could keep up over a five-day week, and sometimes a six-day week, the levels of output we have been able to achieve during the three-day working Week Crisis, many of our economic problems would be over.
