Faced with the challenge of the economic Crisis of the Mid 1970s, which has been the central economic challenge to every Western European Government, the EEC has totally failed to respond effectively by using its budget or by co-ordinating or encouraging joint reflation or expansion of public spending by the member countries of the Community.
