French Ambassador Bonnet pleaded with His Crisis-laden Government for partition, despite Moslem threats in North Africa which face harrassed France.

With 800 million gallons of water leaking away every day, and with the goings-on in Yorkshire, when the Prime Minister holds His Crisis Cabinet meeting, where will he lay the blame for the lack of a water feel-good factor - on the privatised utilities or on the judgment of his right hon. and learned Friend?

My very clear advice to the Chancellor is that when he gives people a clear statutory responsibility for a particular function and legislates for three deputy governors who are the heads of individual agencies, he should also design His Crisis resolution and decision-making procedures so that his experts are in the room and he can hear the array of their views.

He clearly felt ashamed and uncomfortable, and I reassured him that the Y would do all that they could to help him in His Crisis.
