In fact, no industry is more symptomatic of the post-war British economy, culminating in the Crisis of Productivity in '79 and the collapse of that model of growth under, it gives me no pleasure to say, a Labour Government, than the British automotive sector and its restoration over recent years - longer than just the past two or three years, I would grant; over the past 10 years - so that Britain is now a net exporter of vehicles.

Only a Labour Government, in the Scottish Parliament and in this Parliament, can get to grips with the root causes of this unbalanced recovery: the lack of a sectorally and regionally balanced industrial policy, weak business investment, skill shortages, poor exports, a worsening Productivity Crisis and the lowest number of new starts in housing since the 1920s.

Exports are not predicted to contribute a thing to the economy for the next five years and nothing in the Budget tackles the country's Productivity Crisis that has emerged in recent years.

Nothing in the Budget tackles the Productivity Crisis that has emerged in recent years.

A Crisis of Productivity means that we do not produce as much in this country as the rest of the world produces.

This country faces a Productivity Crisis and a poverty crisis, so we must leave the Chamber hearing the note sounded by my hon. Friend the Member for Hackney South and Shoreditch sounded - she said that there is poverty, but no poverty of ambition - as well as leaving with a determination to do something about it.

All my hon. Friend will get from the Chancellor is the hollow slogan about the Government's plan, but their plan contains nothing to tackle the Productivity Crisis in our economy.

The Minister's initial Answer suggests that he is utterly oblivious to the fact that we have a Productivity Crisis in this country, a massive balance of payments issue, and that small businesses are constantly emphasising that their access to finance is very limited and difficult for them.

However, I will start where the hon. Member for Stroud started: I too welcome the fact that, rather belatedly, the Chancellor has woken up to the Grave Productivity Crisis that our country confronts.

Secondly, an effective trade and industry strategy is critical given the need to deal with Our Productivity Crisis.

I am delighted that the Chancellor has now woken up to the Productivity Crisis that bedevils us, albeit arguably five years too late.

As we know, the lack of investment in machinery and technology is a major reason for the United Kingdom's Productivity Crisis.

How do such policy decisions impact on our prospects for overcoming the Current Productivity Crisis, which, as Labour Members have repeatedly set out, must be at the top of the Chancellor's priorities?

I am confident that the education Bill announced in the Queen's Speech will take some good steps towards addressing Our Productivity Crisis.
