It is ineveryone's interests to have Proper Crisis management which could be the prelude to negotiations, arms control talks and weapons reductions, and lead eventually to the beating of swords into ploughshares.

The hon. Gentleman will know that that provision involves 24-hour access to emergency assessment and treatment, and that, as far as possible, there should be Proper Crisis teams in place.

Many hon. Members have made the point that we need to shift resources away from containing people, often in long-stay, secure settings, to early intervention, recovery and ensuring that there is Proper Crisis support in the community to stop hospital admissions, which can be so damaging to someone's wellbeing.
