Is the Minister further aware that a Silent Crisis is developing among skilled engineers in this country?

My Lords, does the Minister agree that the many economic and social problems in eastern and central Europe, highlighted by the excellent report of the European Children's Trust, The Silent Crisis, are often associated with large numbers of orphans and abandoned children.

It has been creeping up like a sort of Silent Crisis, because the diagnosis rate has not been high enough and I do not think there has been enough action across our communities to join up and deal with it.
