I remember the dissemination in the news a short time ago of some theological views which the stress of the Munich Crisis had invoked in the mind of the hon. Mover of this Motion.

In view of the fact that it is now nearly two months since the scheme was submitted, and six months since the Munich Crisis, when it was evident that we were totally unprepared to meet aerial bombardment, is it not now time that the Lord Privy Seal prepared a deep-shelter scheme and published it to the country?

The first time was in September, 1938, when they were mobilised on account of the Munich Crisis.

Today I read a speech by the present Prime Minister in 1938 soon after the Munich Crisis.

I well remember, at the time of the Munich Crisis, sitting in a biplane with a couple of guns but no paint even to camouflage the aeroplane.

This need was felt, as I have said, at the time of the Munich Crisis; and in 1939 a special Act was passed - the Reserve and Auxiliary Forces Act - in May of that year, which permitted the Service authorities to call up such of the Reserve and Auxiliary Forces as were necessary, without Proclamation.

One of the first things that happened during the Munich Crisis was that the civil population were issued with gas masks.

I understand that it was not the case in the Chanak incident, and it was not the case in 1938 at the time of the Munich Crisis.

At one time, we had a central chart depot, but that system broke down during the Munich Crisis, because we could not deliver an entire set of charts as quickly as was necessary.

Some of us who were in the House at the time of the Munich Crisis cannot help comparing the two situations.

In his last speech on affairs before the Munich Crisis in 1938 he drew attention to the devastating effects of social division.

Does the hon. Gentleman think that, likewise, we should be candid about the role of the British Government before the second world war, particularly at the time of the Munich Crisis, when we gave sustenance to Hitlerism in Germany?

For the first time in that period - indeed for longer, because it was clear from the time of the Munich Crisis who our enemies were and where the battles would be fought - the familiar certainties of a clearly identified threat, a traditional confrontation, appear to have diminished.

It was because we went on and on - through the abandoning of Czechoslovakia, the Munich Crisis and so forth - failing to grasp the nettle that we finally allowed Hitler to become so strong that we very nearly lost the war.

It is worth remembering that, in 1938, during the Munich Crisis, the Prime Minister's first opportunity to know whether he had achieved any success with Adolf Hitler was when the Deutschland left the Spanish port of Vigo.
