I hope we will not put so much of our engineering effort or so much of our security into this one weapon and find, when it comes to be used in an Operational Crisis, it is jammed and does not achieve its proper result.

Article 4 of the treaty commits members to a form of Operational Crisis management and peacekeeping, not involving outright armed conflict.

It also referred to the aim to: "Extend the scope of regular consultation at expert level on the issues of disarmament, arms control and non-proliferation, and promote cooperation in Operational Crisis management".
